Entry to the Republic of Belarus

For citizens of the Republic of Belarus and foreigners who have a permanent or temporary residence permit in Belarus, there are no restrictions on entering the country. They also don't need a PCR test.
When entering from countries included in the List of the Ministry of Health, in which cases of COVID-19 infection are recorded (http://minzdrav.gov.by/ru/dlya-belorusskikh-grazhdan/strany-krasnoy-zony.php), self-isolation is required during 7 calendar days. If the entry was made from a country of the "green zone", self-isolation is not required.

For foreign citizens and stateless persons, except for those who have a permit for permanent or temporary residence in Belarus, entry into the Republic of Belarus is temporarily suspended (there are exceptions).
! In order to avoid problems when crossing the border, all persons are advised to present documents confirming the purpose of the trip, translated into one of the state languages ​​of the Republic of Belarus (Belarusian, Russian). The correctness of the translation or the authenticity of the signature of the translator of the document must be certified by a notary or another official who has the right to perform such a notarial act.

When citizens of the Russian Federation transit to Russia, the PCR test and self-isolation are not required.

Departure from the Republic of Belarus

For citizens of Belarus and foreigners who have a permanent or temporary residence permit in Belarus, the exit is temporarily suspended.
For persons leaving the Republic of Belarus in connection with work or to receive education in a foreign state, permits for the right to enter a foreign state for these purposes are the appropriate types of visas, or a document confirming the citizenship (nationality) of the state of destination.

For foreign citizens, exit is not limited, but it is possible to cross the border no earlier than the expiration of the 7-day self-isolation period.

Crossing the border at air checkpoints

Entry to the Republic of Belarus

For citizens of the Republic of Belarus and foreigners who have a permanent or temporary residence permit in Belarus, there are no restrictions on entering the country. They also don't need a PCR test.

When entering from countries included in the List of the Ministry of Health, in which cases of COVID-19 infection are recorded, self-isolation is required for 7 calendar days. If the entry was made from a country of the "green zone", self-isolation is not required.

Foreigners and stateless persons (except for those who have a temporary / permanent residence permit in Belarus) are allowed to enter Belarus only through airports.

All foreigners and stateless persons who have reached the age of six (except for those with a temporary / permanent residence permit in Belarus) to enter Belarus require a negative PCR test, performed no later than 3 days before crossing the border. 10-day self-isolation is required only for persons arriving from countries included in the List of the Ministry of Health, in which cases of COVID-19 infection are registered.

! The validity period of the PCR document is calculated from the date of its execution, which is considered the first day of the PCR validity, until the expiration of the third day. (If the date of the PCR is 01.12.2020, then from 00.00 on 04.12.2020 the PCR document is invalid for entry into the Republic of Belarus).

The seven-day period of stay of persons in self-isolation is calculated from the date of arrival in the Republic of Belarus, which is considered the first day of stay in self-isolation, until the expiration of the seventh day of stay in self-isolation. (If the date of arrival in the Republic of Belarus is 01.12.2020, then departure from the Republic of Belarus is possible from 00.00 on 08.12.2020).

If you have a document confirming a 24-hour transit through the territory of Belarus, a PCR test and self-isolation are not needed.

In the absence of a document confirming a 24-hour transit through the territory of Belarus, a foreigner will be issued an arrival form, which must be handed over to a border guard officer when leaving the country. At the same time, in the questionnaire, as a place of residence (stay) in the Republic of Belarus, travelers must make an entry: "transit through the territory of the Republic of Belarus within a period of not more than 24 hours."

If the transit exceeds 24 hours, crossing the border is possible only if there is a certificate with a negative PCR test for COVID-19 infection.

Russian citizens arriving in Belarus from third countries through air checkpoints not for transit must also have a certificate with a negative PCR test for COVID-19 infection. 7-day self-isolation is required only for persons arriving from countries included in the List of the Ministry of Health, in which cases of COVID-19 infection are registered.

When citizens of the Russian Federation transit to Russia, the PCR test and self-isolation are not required.

Citizens of Russia and foreigners arriving in Belarus from the Russian Federation who do not have a temporary / permanent residence permit in Belarus, in accordance with the provisions of the Resolution, are required to have a PCR test.

Departure from Belarus
Through air checkpoints for citizens of Belarus and foreigners, exit is not limited, but it is possible not earlier than the expiration of the 7-day period of self-isolation.

Transit travel through the territory of the Republic of Belarus
Citizens of the Russian Federation traveling through ground and air checkpoints in transit to Russia are not subject to the restriction on entry to Belarus. They do not need a PCR test and self-isolation.

Transit for foreigners is possible only if they arrive in Belarus through air checkpoints.

The indicated transit means:
1. Entry of a foreigner to the Republic of Belarus at a checkpoint at the airport by air from one state, following the established route through the territory of the Republic of Belarus and departure of a foreigner from the Republic of Belarus to another state at a road checkpoint, a simplified checkpoint, a checkpoint at a railway station ( station), checkpoint at the river port.
2. Entry of a foreigner to the Republic of Belarus at a checkpoint at an airport by air from one state and, without leaving the territory of this checkpoint (transit zone), departure of a foreigner to another state by air.
3. Entry of a foreigner to the Republic of Belarus at a checkpoint at an airport by air from one state and, without leaving the territory of this airport, departure of a foreigner to the Russian Federation by air.

If the transit is documented within 24 hours, the PCR test and self-isolation are not required.

Self-isolation and PCR test
Citizens of the Republic of Belarus and foreigners who arrived in Belarus from countries included in the List of the Ministry of Health, in which cases of COVID-19 infection are registered, are required to be in self-isolation for 7 calendar days from the date of arrival in Belarus and are not subject to subsequent passage across the border until the expiration date self-isolation.

Foreigners who have reached the age of six, with the exception of those who have a permit for permanent or temporary residence in the territory of the Republic of Belarus, arriving in Belarus, must have an original or a copy of a medical document on paper or in electronic form confirming a negative result of a PCR test for COVID-19 infection ...

The absence of a medical document is the basis for denying foreigners entry to the Republic of Belarus.

!
